It's the nursery rhyme: "This little piggy went to the market, this little piggy stayed home", etc. One pig seems to be moving in the right direction, the others not (yet). Just that.
I see, I did not know the rhyme :-) and was confused by the use of "market" as they have been bailed-out as well. They are competitive and are running large trade balance surpluses.
